Özet
Türkiye’de 2018 yılından itibaren fiilen uygulanmaya başlanan Cumhurbaşkanlığı Hükümet Sisteminin Milli Eğitim Bakanlığı’nınteşkilat yapısı ile görev ve yetkileri üzerindeki etkilerini ortaya koymayı amaçlayan bu araştırmada “doküman incelemesi” yöntemindenyararlanılmıştır. Araştırma sonucunda Milli Eğitim Bakanlığı’nın Parlamenter Sistemde sahip olduğu politika belirleme ve stratejigeliştirme gibi görevlerin yeni sistemde oluşturulan Eğitim ve Öğretim Politikaları Kurulu’na devredildiği anlaşılmaktadır. Yeniyapılanmada müsteşarlık ve müsteşar yardımcılığı kadrolarının kaldırılarak müsteşarın görev ve yetkileri Bakana, müsteşar yardımcılarınıngörev ve yetkileri ise kadro sayısındaki sınırlama kaldırılan Bakan Yardımcılarına devredilmiştir. Bakanlık merkez teşkilatındaki hizmetbirimleri ile taşra ve yurt dışı örgütleri yerlerini korurken, geleneksel olarak Bakanlık merkez teşkilatı içerisinde görece üstün bir konumasahip olan Talim ve Terbiye Kurulu Başkanlığı diğer hizmet birimleriyle bir tutulmuş, Milli Eğitim Şurasına ise hiç yer verilmemiştir.
Turkey, which aims to reveal the impact on the organizational structure of the Ministry of Education with the duties and powers actually to begin implementation of the Presidential System of Government since 2018. In this research "document review" method was utilized. As a result of the research, it is understood that the duties such as policy determination and strategy development of the Ministry of National Education in the Parliamentary System have been transferred to the Education and Training Policies Board created in the new system. In the new structure, the positions of the undersecretary and deputy undersecretary were abolished and the duties and powers of the undersecretary were transferred to the minister, while the duties and authority of the deputy undersecretary were transferred to the deputy ministers whose limit on the number of staff was removed. While the service units and provincial and foreign organizations in the central organization of the Ministry have maintained their place, the Presidency of Education and Training Board, which has traditionally a relatively superior position within the central organization of the Ministry, has been held with other service units, and there is no place for the National Education Council.
