dc.description.abstractOsmanlı batılılaşması sosyal teşebbüslerin gelişmesini sağlamıştır. Tanzimat’ın sonlarına doğru sendika, grev gibi işçi haklarına yönelik ilk kıpırtıların başladığı görülmüştür. II. Meşrutiyetle birlikte siyasî, sosyal, kültürel ve idarî alanda önemli gelişmeler kaydedilmiştir. İşçilerin çalışma hayatını düzenlemek için kurulan sendikalar, işçilerin bilinçlenmesinde önemli rol oynamıştır. Bu çalışmada, II. Meşrutiyet Döneminde, grevlerin meydana getirdiği; sosyal, idarî ve iktisadî sorunlar ele alınmıştır. İşçi grevlerinin ortaya çıkmasında bir takım faktörler etki etmiştir. Bunlar; kötü çalışma koşulları, çalışma saatlerinin fazlalığı, düşük ücret, ücretlerin alınamaması önemli yer teşkil etmiştir. II. Meşrutiyet grevleri, siyasî temelden yoksun, tamamı sendikal örgütlenmeyle değil, kendiliğinden ortaya çıkan grevlerdir. Grevler, yapı, maden, taşıma ve dokuma endüstrilerinde sıklıkla görülmüştür. Bu alanlarda iş bırakmalar, üretimin ve hizmetlerin aksamasına ve durmasına yol açmıştır. Bundan dolayı, iktisadî ve sosyal açıdan büyük güçlüklerle karşılaşılmıştır. Başlangıçta hak talepleri şeklinde başlayan grevlerin yoğunluğu, iktisadî açıdan önemli sıkıntı oluşturduğu gibi, grevlerin meydana getirdiği taşkınlıklar, idarî ve güvenlik bakımından da sorun teşkil etmiştir.
dc.description.abstractWestern healing of Ottoman has enabled the development of social undertakings. Towards the end of the Administrative reforms first start of strike and employee organizations for workers' rights was seen. With II. Constitutional Monarchy, significant progress in political, social, cultural and administrative areas has been made. Trade unions established for organizing the working life of workers began to play an important role in awareness of workers. In this study, the social, administrative and economic issues of strikes occurring during II. Constitutional Monarchy period have been addressed. A number of factors was affected the emergence of workers' strike. These included: poor working conditions, the excess hours of working, low wages, where wages could not be received. II. Constitutionalist strikes were occurring spontaneously with a lack of political base, and they were not all trade union organizations. Strikes in the construction, mining, transportation and textile industries were often seen. Leaving in this field of business had let to stop of production and disruption of service. Therefore, economic and social aspects have been faced with great difficulties. Initially started in the form of claims, the intensity of the such strikes created important economic problems, bring the rowdy, and the problems in administrative and security terms.
