Osmanlı Devleti’nde afet yönetimine bir örnek: 1889 ve 1890 malatya yangınları

| dc.description.abstract | Malatya kenti, 19. yüzyılın son çeyreğinde birçok felaket yaşadı. 3 Mart 1893 depreminde çok büyük tahribat ve can kaybı yaşayan Malatya, aynı yıl kolera salgını nedeniyle yüzlerce nüfusunu kaybetti. Bu afetlerin birkaç yıl öncesinde ise iki büyük yangın felaketine maruz kalarak, büyük miktarda maddi ve manevi zarara uğradı. İlk yangın 1889 yılı sonlarında çıktı ve Malatya Çarşısı’nı küle çevirdi. Aynı çarşı, daha üzerinden bir yıl geçmeden ikinci ve daha büyük bir yangın felaketi yaşadı. Yangınlarda çarşıdaki dükkânların yanı sıra diğer bazı binalar da büyük zarar gördü. Deprem sonrasında olduğu gibi yangınlar sonrasında da afetzedelerin yaraları sarılmaya çalışıldı. Bu hususta hem Malatya livası (sancağı) ve buranın bağlı olduğu Ma‘mûretü’l-‘Azîz vilâyetinin yöneticileri hem de başkent İstanbul’dan devleti yöneten Osmanlı hükümetinin temsilcilerinin gayretleri ile yangınzedelerin yaraları sarılmaya çalışıldı. Maddi yardımlar yapıldığı gibi Malatya halkına bazı kolaylıklar da sağlandı. Bu çalışmada, bahsi geçen yangınların çarşı ve etrafında yol açtığı zararlar, afetler sonrası yaşananlar, afetzedelerin yaralarının sarılması amacıyla yapılan çalışmalar ve alınan tedbirler arşiv belgeleri ve dönemin gazeteleri ışığında ele alınarak, o dönemde Malatya halkının ve bölge idarecilerinin çektiği maddi ve manevi sıkıntılara yer verildi. | |
| dc.description.abstract | The city of Malatya experienced many disasters in the last quarter of the 19th century. Malatya, which suffered great damage and loss of life in the earthquake of March 3, 1893, lost hundreds of its population in the same year due to the cholera epidemic. Several years before these disasters, he was exposed to two major fire disasters and suffered a great amount of material and moral damage. The first fire broke out at the end of 1889 and turned the Malatya Bazaar to ashes. The same bazaar suffered a second and bigger fire disaster less than a year later. In addition to the shops in the bazaar, some other buildings were also damaged in the fires. As in the aftermath of the earthquake, efforts were made to heal the wounds of the victims after fires. In this regard, the injuries of the fire victims were tried to be healed with the efforts of both the administrators of the Malatya liva and the Ma‘mûretü’l-‘Azîz province to which it was affiliated, and the representatives of the Ottoman government who ruled the state from the capital Istanbul. In addition to financial aid, some conveniences were provided to the people of Malatya. In this study, the damages caused by the aforementioned fires in and around the bazaar, what happened after the disasters, the studies and measures taken to heal the wounds of the disaster victims were discussed in the light of archival documents and newspapers of the period, and the material and moral difficulties of the people of Malatya and the regional administrators at that time were given. | |
