| dc.description.abstract | Osmanlı Devleti’nde Tanzimat’ın ilanından sonra hukuk alanında görülen Batı merkezli değişimler hapishanelerin de bu çerçevede yenilenmesini beraberinde getirmişti. Böylece Osmanlı topraklarında büyük bir hapishane inşaatı dönemi başlamış oldu. Trabzon’da da erken dönemde yani Kırım Savaşı’ndan hemen önce bir hapishane inşa edilmişti. XX. Yüzyılın başında ise, Trabzon Vilayet merkezinde dört adet hapishane mevcut idi. Bu hapishaneler, küçük oldukları kadar sağlıksız koşullara da sahiptiler. Yirminci yüzyılın başında yeni, modern bir hapishane inşası ya da mevcut hapishanelerin genişletilmesi valiliğin en büyük talebi olmuşsa da hükümet her defasında mali sorunları ileri sürerek bu talep reddetmiştir. Bu sebeple hapishanede salgın hastalıklar ve asayiş sorunları kronik bir hal almıştır. | |
| dc.description.abstract | After the Declaration of Tanzimat in the Ottoman Empire, the western-centered changes seen in the field of law brought with it the renewal of the prisons within this framework. Thus, a period of great prison construction began in the Ottoman lands. A prison had been built in Trabzon in the early period, just before the Crimean War. At the beginning of the XX. Century, there were four prisons in the centre of Trabzon Province. These prisons had as unhealthy conditions as they are small. At the beginning of the twentieth century, even though the construction of a new, modern prison or the expansion of existing prisons was the greatest demand, the government rejected this demand by bringing forward the financial problems all the time. For this reason, epidemics and public order problems in the prison have become chronic. | |
