Abstract
İnsanların yerleşik hayata geçmelerinden itibaren tarihteki yerini alan kentler, ihtiyaçlara cevap verebilmek için başta toplumsal, ekonomik ve mekânsal olmak üzere birçok süreçten geçmiştir. Bu süreçler sonucunda yıpranan kentte meydana gelen sorunlu alanların yıkılarak tekrar yenilenmesi kentsel dönüşüm kavramını gündeme getirmektedir. Modern anlamda kentlerin oluşmaya başlamasından itibaren dünyanın genelinde olduğu gibi Türkiye’de de kentsel dönüşüm çalışmaları hızla devam etmektedir. Bu bağlamda çalışmada Aksaray kentinde gerçekleştirilen kentsel dönüşüm uygulamalarının incelenmesi amaçlanmıştır. Büyük değişim ve dönüşümün yaşandığı Aksaray kentinde Yeni Sanayi, Eski Terminal, Bayrambaba-Bedir Muhtar ve Kalanlar Mahallesi, Azmi Milli Kapalı Otoparkı ve müteahhit firmalarının gerçekleştirdiği bina ve site projeleri önemli kentsel dönüşüm uygulamalarıdır. Kamu yararı ve halkın ihtiyaçlarına yönelik bu hizmetlerle Aksaray kenti içerisinde bulunan eskimiş alanlar ve gecekondu bölgeleri kaldırılmaktadır. Gerçekleştirilen kentsel dönüşüm sürecinde sağlıklı ve yaşanılabilir mekânlar oluşturulması için yeniden yapılandırma çalışmaları sistematik bir şekilde ve çok yönlü olarak planlanmalıdır. Yapılacak olan planlamada görev alan kent paydaşları, geniş perspektifte düşünüldüğünde kentin fiziksel, ekonomik ve sosyal dönüşümünde rol oynayan bu süreçte üzerine düşen sorumlulukları yerine getirmelidir.
Cities that were taken place in the history after the people' had been passed into settled life taken part many processes such as social, economic and spatial in order to respond to needs. As a result of these processes, demolishing and again renewing problematic areas in the worn-out cities are brought the concept of urban transformation to the agenda. In modern sense, urban transformation in Turkey is continued rapidly since the beginning of the formation of cities as in the whole of the World. In this context, explaining urban transformation applications in Aksaray province is aimed. In Aksaray province that has great change and transformation, Yeni Sanayi, Eski Terminal, Bayrambaba-Bedir Muhtar and Kalanlar Mahallesi, Azmi Milli Kapalı Otoparkı, and the building and complex projects is implemented by the contractors are important urban transformation applications. Old areas and slum areas in Aksaray city being removed for the benefit and needs of the public with these services. Reconstruction work should be planned in a systematic and versatile way during the urban transformation process to create healthy and livable areas. Stakeholders in the city must fulfill their responsibilities in the plan to be made in this process, which plays a role in the physical, economic and social transformation of the city when considered in a broad perspective.
