| dc.description.abstract | nsanoğlu dünyada her ne kadar birey olarak bulunsa da var olduğu ilk andan günümüze kadar içgüdüsel sebepleri bir kenara bırakırsak sosyal, ekonomik, siyasi ve kültürel nedenlerle bir arada yaşama, örgütlenme ve düzen kurma ihtiyacı hissetmiştir. Toplumun sahip olduğu doğrular, değerler, ihtiyaçlar, zorunluluklar zaman içerisinde farklı olduğundan dolayı da geliştirilen çözüm önerileri de zaman içerisinde değişiklik göstermiştir. İnsanlar, her türlü siyasi ve ekonomik sınıflandırmadan bağımsız olarak en sade haliyle yöneten ve yönetilenlerden oluşurken, sahip oldukları yönetim biçimleri de her toplum için, Türkler dâhil, tarih boyunca toplumun ihtiyaçlarına ve içinde bulunduğu sosyal ve kültürel unsurlara göre şekillenmiştir. Günümüze gelindiğinde ise en itibarlı yönetim şekli, Antik Yunan’da ilk defa tecrübe edilen ama sonradan değeri anlaşılan yönetim şekli demokrasi olmuştur. Avrupa’da yaşanan Rönesans, Reform ve Aydınlanma Dönemi sonrasında yaşanan gelişmeler demokrasi kültürünü Avrupa’da güçlendirmiştir. Osmanlı Devleti de gelişmelerden farklı bir şekilde de olsa etkilenmiş, karşılaştığı sorunları aşmak için Batı’daki gelişmeleri örnek alarak birtakım ıslahatlar yapmaya girişmiştir. Bu çalışmada, ilk olarak yönetim, devlet ve demokrasi kavramlarından kısaca bahsedilmiştir, Türklerde demokrasi ve özgürlük düşüncesi ele alınmıştır ve son olarak Osmanlı’da yeniliklere ve demokratikleşmeye yönelik atılan adımlara ilişkin değerlendirmelerde bulunulmuştur. | |
| dc.description.abstract | Although human beings exist as individuals in the world, from the first moment of their existence to the present day, if we leave aside the instinctive reasons, they have felt the need to live together, organize and establish order for social, economic, political and cultural reasons. Since the truths, values, needs and obligations of the society were different over time, the solution proposals developed also changed over time. While people consist of those who rule and are governed in their simplest form, independent of all political and economic classifications, their forms of government have been shaped according to the needs of the society and the social and cultural elements it is in throughout history, including the Turks. When it comes to today, the most prestigious form of government has been democracy, which was experienced for the first time in Ancient Greece, but whose value was understood later. The developments after the Renaissance, Reformation and Enlightenment periods in Europe strengthened the culture of democracy in Europe. The Ottoman Empire was also affected by the developments, albeit in a different way, and tried to make some reforms by taking the developments in the West as an example in order to overcome the problems it faced. In this study, firstly, the concepts of administration, state and democracy were briefly mentioned, the idea of democracy and freedom in Turks was discussed, and finally, evaluations were made about the steps taken towards innovation and democratization in the Ottoman Empire. | |
