| dc.description.abstract | Kuzey Kıbrıs Türk Cumhuriyeti (KKTC), 1983 yılında Kıbrıs Adası’nın Kuzeyinde Kıbrıslı Türkler tarafından kurulmuş genç bir devlettir. KKTC’de 28 belediye vardır ve yerel hizmetler belediyeler eliyle yürütülmektedir. Belediye olamayan yerleşim yerlerinde de yerel hizmetler muhtarlıklar tarafından görülmektedir. 2009 yılında yapılan bir düzenleme ile köyler belediyelere bağlanmıştır. KKTC’deki yerel yönetimleri düzenleyen birçok yasa bulunmaktadır. KKTC yerel yönetim sisteminde, belediyeler hizmet sunarken birçok sorun ile karşılaşmaktadırlar. Teknoloji çağında, belediyelerin yerel hizmetlerini teknoloji yardımı ile sunmaları hizmette etkinliği artıran önemli faktörlerden biridir. Özellikle son yıllarda, bilgi ve iletişim teknolojilerinin belediyecilik hizmetlerinde kullanılmaya başlanması ile belediyelerin teknolojik entegrasyonu büyük bir önem kazanmıştır. Yerel yönetimlerde gerekli teknolojik altyapının kurulması ve elektronik belediyecilik uygulamalarına geçiş ülkenin sosyo-ekonomik, kültürel ve siyasal yapısı ile ilişkilendirilebilir. Bu çalışmada, KKTC’de bulunan belediyelerin yerel hizmet sunumunda bilişim teknolojilerini ne ölçüde kullanmakta oldukları analiz edilmeye çalışılmıştır. Bu kapsamda belediye başkanları ve/veya çalışanlarına yönelik bir anket hazırlanmış, bilişim teknolojilerinin yerel hizmette kullanım alanları tespit edilmiştir. Ayrıca konu ile ilgili merkezi yönetim temsilcileri ve yerel yönetim temsilcileri ile görüşmeler gerçekleştirilmiştir. Sonuç olarak KKTC’de Yerel Hizmet Sunumunda Bilişim Teknolojilerinin kullanım oranı ve hizmette teknolojiye verilen önem ortaya konulmaya çalışılmıştır. | |
| dc.description.abstract | The Turkish Republic of Northern Cyprus (TRNC) is a young state that was established in 1983 by Turks in the northern part of the Island of Cyprus. The local services are provided by local governments in TRNC, of which there are 28. In places without municipal status, it is the community heads that provide local services. The villages in the region were integrated into the administration area of the municipal governments through a regulation introduced in 2009. There are many laws that regulate the local governments in TRCN. The municipalities operating within the local administration system in TRCN experience several problems in providing services. In an era of technology, providing municipal services by using state-of-the-art technology is a factor of great significance, which increases the effectiveness of the services delivered. With the usage of information and communication technologies in municipal services especially in recent years, the technological integration of the local governments has gained in importance. The establishment of the required technological infrastructure and transition to electronic systems in local governments in any country is closely associated with the socio-economic, cultural and political structure of that country. The present study attempts to analyse to what extent the local governments in TRCN use information technologies in delivering municipal services. To this end, a questionnaire was designed to canvass the views of mayors and/or the municipal employees in order to determine the fields of local service where information technologies are utilised. Besides, interviews were conducted in this respect with the representatives of the central government and those of local governments. Ultimately, the study attempts to shed insights into the usage rate of information technologies in delivering local services in TRCN and the extent of importance attached to technology in the provision of services. | |
