| dc.description.abstract | Yerel yönetimler, halka en yakın hizmetleri sunan ve önemi çok eski tarihlere dayanan yönetim birimleridir. Birey için barınma, ulaşım, temizlik, çevre düzenlemesi, sosyal yardımlar, kültür vb. temel hizmetler yerel yönetimler tarafından sunulmaktadır. Çağdaş kamu yönetimi anlayışında yerel hizmetleri sunarken hizmetin boyutunun yerel imkânlar ile sağlanmasına öncelik verilmesi, eğer çözülemiyorsa merkezi yönetim tarafından hizmetin sunulması esas olmalıdır. Bu anlamda ortak sıkıntıların paylaşılması ve giderilmeye çalışılması yerel yönetimleri daha anlamlı hale getirmektedir. İşte Subsidiarty (Yerellik) ilkesi hizmetin kamuya en yakın olan yönetim birimi tarafından sunulması olarak tanımlanmaktadır. Ülkemiz açısından özellikle Cumhurbaşkanlığı Hükümet Sistemine geçilmekle birlikte devlet teşkilat yapısında önemli değişiklikler olacağı aşikârdır. Yerel yönetimlerin yapılacak düzenlemelerde önemli bir değerlendirme alanı olacağı düşünülmektedir. Bu çalışma ile hizmetin sunulmasında subsidiarity ilkesinin kavramsal ve teorik arka planını açıkladıktan sonra, subsidiarity ilkesi ile Türkiye’de uygulanabilirliğine ilişkin değerlendirmeler sunulacaktır. | |
| dc.description.abstract | Local governments are the administrative units that offer the closest services to the public and which are based on very old histories. For the individual, accommodation, transport, cleanliness, environmental regulation, social benefits, culture and so on, basic services are provided by local governments. When presenting local services in contemporary public management understanding, priority should be given to providing the service dimension with local facilities, and if it can not be solved, the service should be provided by the central government. In this sense, sharing common problems and trying to solve them makes local governments more meaningful. Here is the subsidiarty principle defined as the presentation of the service by the nearest administrative unit to the public. It is obvious that there will be significant changes in the structure of the state organization, especially with the transition to the Presidential Government System in terms of our country. Local governments are expected to be an important area of evaluation for the regulations to be implemented. After you explain the conceptual and theoretical background of working with service offered in the subsidiarity principle, the principle of subsidiarity assessment of the feasibility in Turkey will be presented. | |
