dc.description.abstract	Araştırmanın temel amacı kurumsal etik kodların işlevselliği, görünürlüğü, erişilebilirliği ve etik şikâyetlerin değerlendirilmesi hususlarının ortaya konulmasıdır. Araştırmada olgu ve olayları doğal ortamında gerçekçi ve bütüncül inceleme ve analizi esas alan yorumlamacı (hermeneutic) nitel paradigma ile 1967 yılında Barney Glaser ve Anselm Strauss tarafından geliştirilen nitel araştırma yöntem deseni olarak ortaya atılan gömülü teori metodolojisi benimsenmiştir. Kamu sektöründe dış ticaret alanında faaliyet gösteren bir Bölge Müdürlüğü amaçlı örneklem kapsamında araştırma alanı olarak belirlenmiş olup, araştırma, 2017-2018-2019-2020 yılları ile 2021 yılının ilk 6 ayını kapsamaktadır. Verilerin toplanmasında doküman analizi tekniği, veri analizinde ise betimsel analiz, içerik analizi ve karşılaştırmalı analiz kullanılmıştır. Veriler açık kodlama, eksen kodlama, seçici kodlama ve sürekli karşılaştırmalı analiz yoluyla çözümlenmiştir. Netice itibariyle, etik kod ihtilafları dikkate alınmadan oluşturulan etik kodların işlevselliğinin bulunmadığı, etik kod ihtilaflarını dikkate alan etik altyapının bulunmamasının etik kod performans ölçümünü engellediği, etik kodların işlevselliği ve performans ölçümünün yargı yetki alanı, idari yetki alanı ile etik kodlar yetki alanı tarafından doğrudan belirlendiği sonucuna ulaşılmıştır.
dc.description.abstract	The main purpose of the research is to reveal the functionality, visibility, accessibility of corporate ethical codes and the evaluation of ethical complaints. In the research, the hermeneutic qualitative paradigm, which is based on realistic and holistic examination and analysis of facts and events in their natural environment, and the grounded theory methodology developed by Barney Glaser and Anselm Strauss as a qualitative research method design were adopted. A Regional Directorate operating in the field of foreign trade in the public sector has been determined as a research area within the scope of the sample, and the research covers the years 2017-2018-2019-2020 and the first 6 months of 2021. Document analysis technique was used in data collection; descriptive analysis, content analysis and comparative analysis were used in data analysis. As a result, it has been concluded that the ethical codes created without considering the ethical code conflicts do not have functionality, the absence of an ethical infrastructure that takes into account the ethical code conflicts prevents ethical code performance measurement, and the functionality and performance measurement of ethical codes are directly determined by jurisdiction, administrative jurisdiction and ethical codes jurisdiction.
