| dc.description.abstract | Uluslararası örgütlerin ülkeler üzerinde, özellikle de kamu yönetimi sistemlerinin şekillenmesi husususundaki etkileri çok merak uyandıran bir alandır. 1980’li yıllardan itibaren dünyayı kasıp, kavuran küreselleşme dalgası ve sistemlerin giderek birbirlerine benzer hale gelmeleri bu türden örgütlerin etkilerini gündeme taşımıştır. Tanzimat'tan beri yönünü Batıya çevirmiş olan Türk siyasal ve idari sistemi üzerindeki etkileri açısından Avrupa boyutu, II. Dünya Savaşını takip eden dönemde daha hissedilir hale gelmiştir. Türkiye’de reform açısından 1949 yılında başlayan Avrupa Konseyi kurucu üyeliği asıl etkenken, kamuoyu daha çok 1959 yılında başlayan AB sürecinden haberdardır. Bunda ilişkilerin inişli, çıkışlı seyri ile AB tarafından gündeme getirilen bitmez-tükenmez taleplerin etkisi aşikardır. Demokratikleşme, yerelleşme ve insan hakları alanlarındaki ilerlemelerde başat rolü üstlenen AK, Türk kamu yönetimini derinden etkilemiştir. Son dönem yerel yönetim ve merkezi idare reformlarında Avrupa Konseyinin etkisi bilinmektedir. Karar vericilerin de açıkça ifade ettiği Konsey boyutu, üye ve ilgili ülke ve sistemleri ciddi derecede yakınlaştırmaktadır.Avrupa Konseyi tarafından geliştirilen denetleme ve düzenleme mekanizmaları ile Türkiye’nin bu anlamdaki kararlılığı Türk kamu yönetimi reformlarının plan ve uygulama boyutunda kolaylaştırıcı olmuştur. | |
| dc.description.abstract | Influence of international organizations on national systems, especially on shaping public administration mechanisms has been of interests for many people. Globalisation being on an incredible speed since the 1980s, and national systems having too many common elements day-by-day have brought the effects of the institutions to the agendas of policy makers. Having being oriented by the West since Tanzimat, Turkish administrative and political systems have deeply felt the EU effect specifically after the World War II. For Turkey, her founding membership of the Council of Europe in 1949 has been the major behing the reforms, but generally speaking the public regards the EU membership process starting in 1959 as the main factor. This has been resulted by the up-and-down relations and the never ending claims by the EU side. The EC has been the driving force in Turkish public administration reforms in democratisation, localisations and human rights fields. The effects on local and central government reforms are quite well known. The involvement of the EC has been reiterated by the policy makers in Turkey through policy documents, and therefore the reforms pawes the way for a common understanding among the member and associate countries. Besides, the regulatory and observatory means imposed and initiated by the EC and the determination of Turkey to maintain relations have facilitated the smooth planning and application of the European principles and criteria into its public administration system | |
