Özet
Bu araştırma, gümrük idareleri taşra teşkilatı içerisinde görev yapan personelin mevzuat hükümleri çerçevesinde yaşadığı sorunlar ve bu sorunların çözümü için yapılması gerekenleri önermeyi amaçlamıştır. Bu sayede mevzuat hükümleri çerçevesinde oluşan boşluklar doldurularak, yaşanan sorunlara farkındalık oluşturmak istenmiştir. Araştırma, nitel araştırma yöntemi durum deseni görüşmeyle doküman incelemesi veri toplama araçlarıyla yürütülmüştür. Bu bağlamda rastlantısal olmayan uygun örneklem seçimi ile Ticaret Bakanlığı bünyesinde 2023-2024 yıllarında görev yapan farklı ünvanlara sahip 40 (kırk) personelin katılımıyla gerçekleştirilmiştir. Araştırmada, yarı yapılandırılmış yazılı görüşme soruları kullanılmak suretiyle katılımcılara 10 (on) soru yöneltilmiştir. Katılımcılara gerekli serbestlik ve esneklik sağlanmak suretiyle belirttikleri görüşler ve yargılar derinlemesine irdelenmeye çalışılmıştır. Araştırmada, verilerin analizi yazılı olarak alınan cevaplar doğrultusunda hazırlanmıştır. Yapılan araştırma sonunda Gümrük İdareleri Taşra Teşkilatı içerisinde görev yapan personelin yaşadığı sorunlar ve zorlukların; mevzuat, yönetici ile personel ilişkisi, personel ile hizmet talep eden vatandaş ilişkisi, teknolojik alt yapı ile materyal yetersizliği, gümrüklü sahanın fiziki yapısı, sunulan hizmet ile mesleki gelişim ile olan ilişkileri ortaya çıkarılmıştır.
This research aims to suggest the problems experienced by the personnel working in the provincial organization of customs administrations within the framework of the provisions of the legislation and what needs to be done to solve these problems. In this way, it was aimed to raise awareness of the problems experienced by filling the gaps within the framework of the provisions of the legislation. The research was conducted with qualitative research method case design interview and document analysis data collection tools. In this context, it was carried out with the participation of 40 (forty) personnel with different titles working within the Ministry of Trade in 2023-2024 with non-random appropriate sampling. In the research, 10 (ten) questions were asked to the participants by using semi-structured written interview questions. By providing the necessary freedom and flexibility to the participants, the opinions and judgments they expressed were tried to be analyzed in depth. In the research, the analysis of the data was prepared in line with the answers received in writing. At the end of the research, the problems and difficulties experienced by the personnel working in the Provincial Organization of Customs Administrations; legislation, the relationship between the manager and the personnel, the relationship between the personnel and the citizens demanding service, the insufficiency of technological infrastructure and material, the physical structure of the customs bonded area, the service provided and the relationship with professional development were revealed.
