| dc.description.abstract | Türkiye’de yükseköğretime olan talebin sürekli artması yükseköğretim kurumlarının sayısının artmasına yol açmıştır. Yükseköğretim kurumları ve bu kurumlarda öğrenim gören öğrenci sayısının artması genel olarak karma mal niteliğindeki eğitim hizmetlerine devlet bütçesinden aktarılan payın artmasına neden olmaktadır. Son yıllarda Türkiye’de genel bütçeden eğitime aktarılan payın sürekli artış eğilimi göstermesi olumlu olmakla beraber, gelişmiş diğer ülkelerin eğitim harcamalarının gerisinde olduğu görülmektedir. Yükseköğretimde istenilen hedeflere ulaşmak için daha fazla kaynağa ihtiyaç duyulduğu aşikârdır. Eğitim sendikaları eğitim işkolunun önemli paydaşlarından biridir ve yükseköğretimin finansmanına yönelik görüşlerini kamuoyuyla paylaşmaları önemlidir. Bu çalışmada eğitim sendikalarının yükseköğretimin finansmanına ilişkin görüşleri ve bu görüşler arasındaki farklılıklar açığa çıkarılmıştır. Bu amaçla Türkiye’deki dört büyük eğitim sendikasının yükseköğretimden sorumlu yöneticileri ile görüşmeler yapılmıştır. Nitel yaklaşımla desenlenmiş bu araştırmada veriler ölçüt örnekleme yöntemi ile toplanmış ve verilerin toplanmasında yarı yapılandırılmış görüşme formu kullanılmıştır. Veriler analiz edildiğinde eğitim sendikalarının yükseköğretimin yönetimi ve finansmanına yönelik görüşleri arasında belirgin farklılıklar olduğu belirlenmiştir. | |
| dc.description.abstract | Increase in the demand for higher education in Turkey results in an increase in the number of the higher education institutions. This increase in the higher education institutions and the number of students in these institutions causes a corresponding increase in the share of state budget allocated to mixed good educational services. Although the increasing trend of the share of state budget allocated to education in Turkey in recent years is a positive affair, it can be seen that it is still behind the educational budgets of developed countries. It is evident that more resources are needed in education to achieve the indented goals. Education unions are among the important shareholders of education sector and have an important role of publicly sharing their opinion in higher education finance. This study aims to reveal the opinions of education unions and the differences between these opinions. To this aim interviews were held with the higher education directors of four biggest education unions in Turkey. Semistructured interview forms that are developed by the authors and qualitative data collection methods were used in this study. Analysis results reveal evident and significantly important differences between the opinions of different education unions about higher education management and finance. | |
