Abstract
Tarih boyunca neredeyse bütün devletler, pek çok nedenden ötürü zaman zaman çeşitli düzenlemeler yapmak zorunda kalmışlardır. Yeniden yapılanma hareketleri olarak adlandırılabilecek olan bu düzenlemeler vasıtasıyla devletler, hem çağın gereklerini yerine getirebilmek hem de varlıklarını devam ettirebilmek adına çabalamışlardır. Medeniyetler beşiğine ev sahipliği yapmış bir coğrafyada yükselen ve yaklaşık altı yüz yıl hükümranlık süren Osmanlı Devleti incelendiğinde, bahse konu yeniden yapılanma hareketlerine rastlanılması kaçınılmazdır. Bu bağlamda, Osmanlı Devleti’nde bazı dönemler yeniden yapılanma hareketlerinin zirveye ulaştığı dönemler olarak değerlendirilmektedir. İşte Tanzimat Dönemi de, getirdiği radikal düzenlemeler ile Osmanlı yönetim tarihi için her zaman ayrı bir öneme sahip olmuştur. Şüphesiz, her dönem devraldığı miras üzerine yenilikler inşa etmektedir. III. Selim ve II. Mahmut Dönemleri ise, Tanzimat Dönemi’ne zemin hazırlamaları bakımından dikkate değerdir. Çalışmada, Sultan III. Selim Dönemi’nden Tanzimat Dönemi’ne kadarki süre zarfında mali, idari, askeri, adli ve eğitim alanlarında yapılan değişiklikler ortaya konulmaya çalışılmıştır.
Throughout history, almost all states have had to make various arrangements from time to time for many reasons. By means of these arrangements, which can be called restructuring movements, the states have tried to fulfill the requirements of the age and to sustain their existence. When the Ottoman State, which was built in a geography that hosted the cradle of civilizations and which lasted six hundred years, is examined, it is inevitable that these reconstruction movements will be encountered. In this context, some periods in the Ottoman Empire are considered to be peaks of reconstruction movements. The Tanzimat Period has always been of special importance for the history of Ottoman administration. No doubt, he is building innovations on the inheritance he has taken over every period. III. Selim and II. The Mahmut Periods are remarkable in terms of preparing the ground for the Tanzimat Period. In the study, Sultan III. From the Selim period to the Tanzimat Period, changes in the fields of financial, administrative, military, judicial and education were tried to be put forward.
