Eğitim sendikalarının 2023 eğitim vizyonuna ilişkin görüşleri

Özet
Bu araştırmada eğitim, öğretim ve bilim hizmetleri kolundaki sendikaların 2023 Eğitim Vizyonuna ilişkin görüşlerinin dikkate alınma düzeyi ortaya konularak vizyon oluşturma süreci bakımından değerlendirilmeye çalışılmıştır. Veriler doküman incelemesi yöntemi ile toplanmıştır. Araştırmanın evrenini 2023 Eğitim Vizyonu hakkında internet web adreslerinde basın açıklamalarını yayınlayan sendikalardan en fazla üyeye sahip beş sendikanın basın açıklamaları oluşturmaktadır. Elde edilen verilerin analizinde içerik analizi yöntemi kullanılmıştır. Yapılan analiz sonucunda basın açıklamalarında ifade edilen hedefler beş tema başlığı altında sınıflandırılmıştır. Bunlar on dokuz hedeften oluşan Okul Gelişim Modeli; yedi hedeften oluşan Öğretmen, iki hedeften oluşan Yönetim ve Denetim; dört hedeften oluşan Öğrenci ve on üç hedeften oluşan Öğretim Programı temalarıdır. Araştırma sonucunda 2023 Eğitim Vizyonu oluşturma sürecinde ES1, ES2 ve ES5’in görüşleri neredeyse tamamen dikkate alınmışken; ES3’ün görüşleri orta düzeyde ve ES4’ün görüşleri ise neredeyse hiç dikkate alınmamıştır. 2023 Vizyonu oluşturma sürecinde çoğulculuk ve kapsayıcılık ilkelerinin tam yerine getirilemediği sonucuna ulaşılmıştır. Öğretmen teması on iki olumsuz görüşle en fazla olumsuz görüş bildirilen tema olurken; Okul Gelişim Modeli teması yirmi üç olumlu görüşle en fazla olumlu görüş bildirilen tema olmuştur. En fazla değerlendirme Öğretmen ve Öğretim Programı temalarına yapılırken en az değerlendirme Öğrenci, Yönetim ve Denetim temalarına yapılmıştır.
In this research, the level of consideration of the views of the unions in education, education, training and science services branch regarding the 2023 Education Vision was revealed and tried to be evaluated in terms of the vision creation process. The data were collected by document analysis method. The universe of the research consists of the public statements of five unions, which have the highest number of members from the unions that publish their public statements on the 2023 Education Vision on their web addresses. Content analysis method was used in the analysis of the obtained data. As a result of the analysis, the targets expressed in public statements are classified under five theme headings. These are the School Development Model consisting of nineteen targets; Teachers consisting of seven targets; Administration and Supervision consisting of two targets; Students consisting of four targets and Teaching Program consisting of thirteen targets. As a result of the research, the views of ES1, ES2 and ES5 were almost completely taken into account in the process of creating the 2023 Education Vision; ES3’s views were moderate and ES4’s views were hardly taken into account. In the process of creating the 2023 Vision, it was concluded that the principles of pluralism and inclusiveness could not be fully fulfilled. Teacher contact was the most negatively reported theme with twelve negative opinions. While the most evaluations were made for the Teacher and Teaching Program (curriculum) themes, the least evaluation was made for the Student and Administration and Supervision themes.
