Dünyanın farklı ülkelerinde eğitim görmek ve deneyim kazanmak isteyen öğrenciler ile bunların oluşturduğu “hareketlilikten” kültürel, akademik ve ekonomik anlamda fayda sağlamak isteyen ülkelerin varlığının birbiriyle örtüşmesi, uluslararası öğrenci sayısının giderek artmasını beraberinde getirmektedir. Bu çalışma; kamu diplomasisinin önemli bir aracı olarak da değerlendirilen uluslararası öğrencika bulüne ilişkin Türkiye’deki mevcut durumu ve yaşanan gelişmeleri sistematik bir şekilde incelemeyi amaçlamıştır. Çalışmaya örnek teşkil etmesi için Aksaray Üniversitesi’ndeki uluslararası öğrencilerin sayısal verilerinden de yararlanılmıştır. Çalışmada ayrıca Türkiye’nin uluslararası öğrenci hareketliliğindeki yerine, tarihi tecrübesine, ne tür politikalar izlediğine ve özellikle Büyük Öğrenci Projesi ve Türkiye Bursları gibi programların muhtevasına ve önemine ilişkin değerlendirmeler yapılmıştır. Sonuçta, kamu diplomasisi kapsamında yapılan uygulamanın etkinliğini artırıcı önerilerde bulunulmuştur.One of the most important indicators of globalization and internationalization in higher/tertiary education is international student mobility nowadays. The overlap of the students who want to take education and gain experience in different countries of the World and the existence of the countries that want to benefit in cultural, academic and economical sense from the “mobility” of those students brings with increasing number of international students. This study aims to analyze the current situation and recent developments in Turkey in a systematic way regarding the acceptance of international students who are considered as an significant tool of public diplomacy. The numerical data of the international students in Aksaray University was used to set an example for the study. The study also was made assessments regarding the significance and the content of programs especially Türkiye Scholarships and the Great Student Project, what kind of policies to follow, the historical experience and the position of Turkey in the international student mobility.
