Yükselen raises the question of why there is an inconsistency and (in)congruence between the articulated discursive change of strategy and the underlying strategic continuity in Turkish Foreign Policy (TFP) since 1919. He seeks to explore the factors that determine strategy and strategic discourse of TFP through relying on the structure and agency debate. Through adding this debate, the author seeks to explain the unobservable social structures that are able to alter the represented discourse.
